Effective April 1, 2026, Rolling Oaks Memorial Center has officially lifted previous residency and purchase restrictions. We are pleased to once again welcome all families and funeral service providers to our grounds for both immediate and future planning.

Key Policy Changes
- Open Eligibility: We now welcome both At-Need and Pre-Need arrangements for all individuals. If a person lives outside of Coppell, they are now eligible to utilize our grounds, regardless of their place of residence or their chosen funeral home provider.
- Reduced Rates for Residents: For City of Coppell residents, we offer Reduced Resident Rates, provided they meet the specific qualifying criteria outlined below.
- Standard Rates for Non-Residents: Individuals who do not meet the residency or employment criteria for the City of Coppell will pay the Standard Rate for all services and property.
- Provider Choice: Families are welcome to utilize any funeral home provider of their choice.
- Direct Municipal Management: As a City of Coppell facility, all sales contracts and payments are handled strictly by the City. Our staff does not work on commission or sales-based quotas.
Eligibility for Reduced Resident Rates
To qualify for the Reduced Resident Rate program with proof of qualification, at least one purchaser on the contract must meet one of the following criteria:
- Current City of Coppell Resident: Individuals providing proof of residency within Coppell city limits. Note: Attending school (Coppell ISD) or commuting to a job in Coppell does not constitute residency.
- Deceased City of Coppell Resident: When purchasing for a deceased individual who resided in Coppell at the time of death, the legal next of kin may purchase up to one space for the deceased at the reduced rate.
- Former City of Coppell Resident: Individuals with proof of residency for ten (10) or more years within Coppell city limits.
- Current City of Coppell Employee: Individuals actively employed by the City of Coppell.
- Former City of Coppell Employee: Individuals previously employed by the City of Coppell for ten (10) or more years.
